Kigali-Muhanga Road $120M: What It Means for Property

Kigali-Muhanga Road $120M: What It Means for Property

Kigali–Muhanga Road: $120 Million Expansion Is Now in Tendering  What Property Buyers Along the Corridor Need to Know

Rwanda’s most congested inter-city road is moving closer to a major upgrade. On June 8, 2026, the Rwanda Transport Development Agency published a formal bidding notice inviting contractors to tender for the Kigali–Muhanga road rehabilitation. Bids close August 11, 2026. The $120.4 million project  funded by the Export-Import Bank of Korea  will expand 12.2 kilometres to four lanes, build a new bridge over the Nyabarongo River, and rehabilitate the full 45-kilometre corridor.

For property buyers, this matters. Roads are the single most consistent driver of land values across Rwanda. A four-lane upgrade of the country’s busiest inter-city corridor will cut travel times, reduce logistics costs, and make zones along the route more accessible for residents and businesses. This article explains what the project involves, which zones it may influence, and what buyers should realistically expect over the coming years. For an independent assessment of any specific property, contact Kwanda Real Estate.

Note: The project was delayed in 2025 while the feasibility study was completed. The June 2026 bidding notice confirms the study is done and procurement is now active. Verify the current timeline with RTDA at rtda.gov.rw.

1. What the Project Involves

The Kigali–Muhanga road is a 45-kilometre route connecting Nyabugogo in Kigali to Muhanga District. It is Rwanda’s primary road corridor to the south and west, carrying daily commuters, regional buses, freight, and logistics traffic. It is also one of the most congested roads in the country.

The expansion project has three components. The most impactful for Kigali is the expansion of 12.2 kilometres from two lanes to four lanes between Nyabugogo and Ruyenzi the most congested section. Alongside this, 11.9 kilometres of climbing lanes will be built to allow freight trucks to move without blocking regular traffic, a persistent problem on Rwanda’s hilly terrain.

The third component is the construction of a new 135-metre Nyabarongo Bridge to replace the current structure, which is frequently submerged during heavy rains and causes road closures. A 15-metre Kayumbu Bridge and 30 at-grade intersections are also included. The full corridor will be resurfaced with asphalt concrete pavement and upgraded for climate resilience.

The project is funded by a $120.4 million concessional loan from the Export-Import Bank of Korea, signed in September 2023 and ratified by Rwanda’s parliament in November 2023. Loan terms are favourable: 25-year repayment, 15-year grace period, and 0.01% annual interest. The construction period is set at 36 months from contract award.

"The Kigali–Muhanga road project will expand 12.2 kilometres to four lanes between Nyabugogo and Ruyenzi, construct 11.9 kilometres of climbing lanes, and build a new 135-metre Nyabarongo Bridge  funded by $120.4 million from the Export-Import Bank of Korea, with contractor tendering active as of June 8, 2026."

2. Why Muhanga Matters for Property

Muhanga is not just the end of this road. It is one of Rwanda’s three officially designated satellite cities under Vision 2050, alongside Bugesera and Rwamagana. The district is positioned as Rwanda’s Regional Trade Center, connecting Kigali to southern and western provinces and serving as a transit corridor to Burundi and the DRC.

A daily commute from Muhanga to Kigali currently takes 45–60 minutes in heavy traffic. After the four-lane expansion, that journey is likely to be reduced to 20–30 minutes. That kind of commute time reduction expands who can realistically consider living in Muhanga while working in Kigali  which is exactly the dynamic that drives residential demand in satellite city corridors. Residential land in Muhanga District is currently priced far below Kigali, offering early-stage positioning for buyers with a longer horizon.

"Muhanga is one of Rwanda’s three official satellite cities under Vision 2050, currently priced at a significant discount to Kigali, and positioned to benefit from reduced commute times once the four-lane road expansion is complete according to the Muhanga District Land Use Plan 2023–2050."

3. How Roads Influence Property Values

The National Institute of Statistics of Rwanda confirms road access as one of the top three determinants of residential land value in Kigali. The mechanism is straightforward: better roads reduce travel time, which expands who will consider living in a given zone, which increases residential demand, which supports prices.

For this project, three specific effects are worth tracking.

Commute time reduction

The four-lane section from Nyabugogo to Ruyenzi directly reduces the time it takes to move between inner Kigali and zones further along the corridor. Zones that are currently borderline for daily commuting may become practical for more buyers once travel times improve.

Flood risk reduction

The new Nyabarongo Bridge addresses a structural vulnerability. The current bridge is regularly submerged during heavy rains, causing closures and disrupting property access in the Nyabugogo valley. A climate-resilient replacement reduces that risk. Combined with the ongoing Nyabugogo wetland restoration, this is a meaningful environmental improvement for the zone. For context on how infrastructure is reshaping this corridor, see our article on the Nyabugogo terminal transformation and property values.

Speculative pricing risk

Road upgrade announcements consistently trigger premature price increases in Rwanda’s property market. Some sellers near confirmed road improvements price above current fundamentals before a single kilometre of road is built. Buyers should be aware of this pattern. The property premium from a completed road is real. The premium from a bidding notice is speculation. Price based on current comparables, not announcements.

"Road access is one of the top three determinants of residential land value in Rwanda, according to the National Institute of Statistics of Rwanda. The Kigali–Muhanga expansion may support demand along the corridor over a 3–5 year horizon  but buyers should price on current fundamentals, not anticipated future premiums."

4. Which Zones Are Most Relevant for Buyers

Nyabugogo and inner Nyarugenge

The four-lane expansion begins at Nyabugogo, which is also receiving two other major infrastructure projects simultaneously: the $100 million Nyabugogo terminal transformation (construction starting August 2026) and the $239.8 million RUMI urban mobility project (Cabinet approved June 8, 2026). Three converging transport investments in one zone is unusual. Buyers evaluating this corridor should assess whether current prices already reflect this convergence, or whether there is still room based on current fundamentals.

Kimisagara and inner Nyarugenge residential zones

Kimisagara and Gitega are established inner-city residential zones along the route. The four-lane expansion will improve daily movement for residents and reduce congestion on connecting streets. The Mpazi Rehousing Project in Gitega has already shifted this neighbourhood’s character from informal to planned. These zones are likely to benefit from the road upgrade gradually over the 3–5 year construction and post-completion period.

Ruyenzi and the peri-urban approach

Ruyenzi is the end point of the four-lane section. Properties here and in the peri-urban zones toward Muhanga are priced at emerging-zone levels. The commute time reduction is a medium-term residential demand driver. Buyers with patience and a longer horizon may find this corridor interesting.

Muhanga District

For land banking buyers, Muhanga offers the largest potential upside relative to current price. The satellite city designation, the trade and logistics anchors, and now a confirmed four-lane road are aligned in the same direction. Prices are significantly lower than any comparable Kigali zone. The risk is timeline — the road will take several years to build and the satellite city story is a decade-long trajectory.

"The Nyabugogo zone is receiving three simultaneous transport infrastructure investments in 2026  the Kigali–Muhanga four-lane expansion, the $100M terminal transformation, and the $239.8M RUMI project  making it the highest concentration of transport investment in any single Kigali zone this year."

7. What Buyers Should Consider

This project is in tendering, not construction. A contractor has not been appointed yet. Construction will not start until a contract is signed likely late 2026 or early 2027. The 36-month build period means completion is realistically 2029–2030. Buyers need a 3–5 year horizon.

Watch for speculative pricing. Some sellers near Nyabugogo and Kimisagara may already be pricing above current market value. Get a current independent valuation before agreeing on any price in these zones. Check rlmua.gov.rw for title and zoning before any deposit.

A separate road project also matters. The Giporoso–Masaka road expansion (4 lanes + flyover, $60.5 million, China-funded, completion July 2028) affects the Kicukiro–Gikondo corridor. If your zone of interest is Kicukiro, read our Kicukiro District property guide 2026 for the full picture.

The Nyabugogo zone has the strongest convergence signal. Three transport investments arriving simultaneously in one zone  the road expansion, the terminal transformation, and RUMI  is unusual. The question for buyers is whether today’s prices reflect that convergence or not. The answer requires current comparable data, not headlines. For broader investment context, see our analysis of Rwanda’s $855 million real estate investment surge.

"Buyers along the Kigali–Muhanga corridor should maintain a 3–5 year investment horizon, price on June 2026 fundamentals rather than anticipated road premiums, verify titles at rlmua.gov.rw, and obtain an independent valuation before any transaction  as tendering is active but construction has not yet started."

Conclusion

The Kigali–Muhanga road has been talked about for years. Now it is in active tendering. A contractor will be appointed, a contract will be signed, and 36 months of construction will follow. By the time it is complete, Rwanda’s busiest inter-city corridor will have four lanes from Nyabugogo to Ruyenzi, a new flood-resilient bridge over the Nyabarongo River, and a rehabilitated surface all the way to Muhanga.

For property buyers, that is a meaningful change for the zones along this corridor  but it is a 3–5 year story, not a 2026 trade. The buyers who will benefit most are those who can identify well-priced properties in the right zones today, based on current comparables rather than road upgrade optimism, and hold through the construction period to capture the value that arrives when the road opens.

Frequently Asked Questions

Q1: What is happening with the Kigali-Muhanga road in 2026?

The Rwanda Transport Development Agency published a formal contractor bidding notice on June 8, 2026. Tenders close August 11, 2026. The project  a $120.4 million rehabilitation and four-lane expansion of the 45-kilometre Kigali–Muhanga road  is now in active procurement. A contractor is expected to be appointed by late 2026, with a 36-month construction period following.

Q2: How will the road expansion affect property values?

Better roads reduce commute times, which expands who can practically live in a given zone, which supports residential demand. The four-lane section from Nyabugogo to Ruyenzi is the most impactful component for Kigali property. The new Nyabarongo Bridge reduces flood risk in the Nyabugogo valley. The effect on property values will materialise gradually over 3–5 years as construction progresses and completes  not immediately after the tendering announcement.

Q3: Which areas benefit most from the road upgrade?

The zones most directly affected are Nyabugogo and inner Nyarugenge (start of the four-lane section, also receiving two other transport investments simultaneously), Kimisagara and Gitega (established residential zones along the route), Ruyenzi peri-urban approach (emerging zone at the end of the four-lane section), and Muhanga District (satellite city with the largest potential commute time reduction).

Q4: How much does property cost along this corridor in 2026?

Based on June 2026 Kwanda Real Estate market data: commercial plots in Nyabugogo range from RWF 80–200 million; houses in Kimisagara from RWF 90–160 million; residential plots in Nyamirambo from RWF 40–90 million; and land in Muhanga District from RWF 3–20 million per plot. All figures are indicative  verify with a licensed agent before any decision.

Q5: What is Muhanga and why does it matter for property investment?

Muhanga is one of Rwanda’s three officially designated satellite cities under Vision 2050. It functions as the country’s Regional Trade Center, linking Kigali to the south and west and serving as a corridor to Burundi and DRC. Residential land in Muhanga is currently priced well below Kigali. A four-lane road reducing commute times from 45–60 minutes to an estimated 20–30 minutes makes daily commuting viable and supports long-term residential demand in the district.

Q6: Should I buy property near this road now?

The project is in tendering, not construction. The road will not be complete until 2029–2030 at the earliest. Buyers who are considering zones along this corridor should price based on current comparable transactions rather than anticipated road premiums, get an independent property valuation, verify title status at rlmua.gov.rw, and have a 3–5 year investment horizon. The road upgrade is a real story  but it is a medium-term demand signal, not a short-term trade.
